rising star
I'm relatively new to this game, but so far it seems like it's rare to have a succession to an heir without a civil war or something near, regardless of legitimacy of the regime or the children. There's always a 'rising star' who has to either be arrested/killed or else the kingdom is turned over to them. I just got an event ... rising star ... either retire and turn over the government, or full civil war with one of family in "full rebellion, -400 opinion" ... up to now, all 3 families with 300+ opinion and legitimacy of the current leader is 169. Are these just inevitable events? It seems like a little much.

If you have 300 opinion than the -400 opinion rebel event is a piece of cake. A non-issue, really. A few rebel units spawn, and the -400 opinion is over something like 5 turns so your opinion is going to bounce back immediately. Usually the main drawback of that particular event is that -400 opinion is enough to have some extra rebels spawn in the couple of turns. Bit with 300 opinion, you shouldn't really have that issue.

The events seem tougher on the surface than they actually are. Also, Rising star rulers retain their stats now so accepting one on the throne is usually pretty beneficial. With family opinion so high, I suspect it doesn't dip so much if you just accepted the regime change either - so either way it seems like you shouldn't be impacted too much by that event regardless which choice you make.

On important thing to note about rising stars - typically the events that involve them only prop up when they level up. So one way to try and avoid them messing with things is to ignore them as best you can. Sticking them as a general on a unit and never using the unit, for example, is one way.

Still, in my experience, using their benefits far outweigh whatever speedbump comes via an event later on. They make really great governors.

^Based on playing just a couple of turns past that event this morning, that seems to be the answer.

That has ... had been my approach so far ... I have been always choosing the path of utilizing them and trying to keep everyone united enough to avoid issues. I did manage to switch rulers to one rising star without big problems, though the previous presumptive heir is still disgruntled. I'm kind of wondering if my tendencies from some other games, where I want to carefully train my next heir(s), might be misplaced here. Maybe it's partially a fluke, but so far I've never had a 'normal' inheritance. Maybe the insane, lazy children don't matter as much if usually someone else will supplant them anyway.

There is definitely some difference between settings - if you set the time scale to semesters or seasons, each ruler's reign covers many more turns, leaving more chances for a rising star to appear and more time for them to get XP.

I find that sometimes handing over the empire isn't a bad move, but that's always been with my heir. Get rid of the old guy early and let the new one bloom.

Most rising stars just want recognition and so long as you don't choose to spite them in random events they rarely cause trouble. If you do, well, you chose that.

Recently I've played Old world and in 5 games, before turn 30, I had 3 rebellions from this event...

Fastest I got one at turn 9?...
