Viziers, are they still in the game?
Since buying the DLC I have played through a handful of games (5), and while I had a "rising star" appearing in 4 of them, and had a few more "power hungry" characters showing up, sometimes arbitrarily deciding to ruin the game for me by starting a civil war, I never got to experience what these grand viziers are all about.
Only thing that did happen was for those power hungry npcs wanting to completely replace me by forcing me to abdicate.
From what I can remember (I didn't have the DLC back then), aside from them happening as an event, the player used to have the option of appointing one, but I believe such option was removed?
How so if it was an option anyway?
It seems weird for one of the highlights of the DLC to be something that seems to be happening quite rarely (or I have been quite "lucky" or "unlucky" with the events).
How often do they show up for you guys?

Note that if you play with competitive mode toggled on, Viziers are disabled

What's competitive mode? Do you mean the ruthless AI or something else?
I tend to play at the same level the AI is meant to play, I am not very good and I find the AI in this game offers a far better challenge than other 4Xs.

Competitive mode is a toggle in advanced settings that is meant to provide a more even footing between players in a MP setting by lessening the curve of high stat impacts, reducing some of the more swingy events, and evening out some early base incomes.

As of a recent patch it also disables the Grand Vizier. Some players keep it on even while playing single player mode.

I've had a number of games with Grand Viziers. They usually appear in 2 ways. Either a Power Hungry character is given a city to run autonomously and later tries to get "Promoted" to Grand Vizier. Or another nation that is both more powerful and friendly forces you to decide between letting one of their guy's be Grand Vizier in exchange for an alliance or they go to war with you.

Having a Grand Vizier can be good or bad based on what point in the game your at and what you want to do. They take control of the build ques of all your cities and add another counsel position which they will take and add their stats to your empire. Usually they have very good stats so if you already have a large army and aren't settling they will just build all the buildings ,train all the citizens, and occasionally build a unit here or there while you focus on politics and warfare.

That being said I usually assassinate them ASAP.
