The "Via Recta Souk" wonder: Problem with building it.

In about Year 65 of the 2nd Carthage scenario, the goal is to build the "Via Recta Souk" wonder. I know that it needs to be built in a Legendary City, and Carthage is such a city. Yet my worker never is given an option of building this wonder. Other wonders appear that can be built: The Pantheon, The Hagia Sophia, and the Ziggurat. So, why can't my worker build the Via Recta Souk in Carthage?

Needs to be adjacent to City Centre otherwise can't think why you would have problems

Hmmm ... that's probably it then. I guess I'll have to wait until there is another qualified city.

You can always build it to replace whatever is already there (unless a wonder)

Thanks; I did just that -- waited until turn 82 (takes 16 turns to complete), then bought enough stone to build the wonder and built it on top of a farm that was adjacent to the city center. Won't ever build a damned farm next to a city center again. Thanks for your help.
