Governors from different families?

Hey,
According to the tooltips, I should be able to appoint a matching family governor to the city, but in the selection screen I have all available governors, from different families too. Did anything change and the tooltips didnt follow? or I dont see a mechanic or trait I should see. Thanks in advance!

Diplomats can be governors of any family city. That's one of the archetype's key strength - the versatility to govern cities of families other than their own.
