Garrison / Stronghold defensive bonus
Is it just on the corresponding tiles or on the whole city area ?

I just won a normal (3rd) difficulty game but did not wage much war and was wondering how it worked.
Because as it does not seem you have to defeat a unit on the garrison tiles to take the city (I might be wrong), if it it only the tile, it does not seem so useful

Just the tile itself.
station your units at "good" tiles is important in this game, but also, war is not about a couple of units. (except very early conflicts)

We need garrison to unlock governor which is important for more than half of your cities. For late settled or conquered-weak-cities, I won't build it for them cuz I have other uses for my stones most of the time.

Stronghold and citadel will unlock Unique Unit with 4/7 laws, but they are expensive in both stones and civil points.
But I 'm very glad to build them if I have some buffs with building cost. (Frugal and Ziggurat!!)
So I'll reserve spaces in advance for the order bonus of stronghold with barrack/range, but build them accordingly.

they are very useful for governors and for unique units, but in battle they are okay.

But if you think about, if a enemy is sieging a city, a garrison will not be the main thing.

Also 2 stone for 0.5 orders is a pretty good deal, and as mentioned it's even better if you use the adjacency right.
