Can confirm that it doesn't, still popping achievements even with using it since I was informed that it didn't affect them. As for the purpose. I use it to tweak things to my liking. For instance, I HATE resources right next to my urban tiles. It limits urban growth and in my option looks tacky (except farms, farms are fine. Some other tweaks here and there, but never outright adding anything without first removing something of similar type.. So, say I'd have rather had gems then silver, I'll switch. But I won't remove the silver and then replace it with a farm resource or something. Only bullion resource.
