This explains to you how I got this achievement:

I was romancing Karla/Karl, though Karla will end up with Nathalison ( or however you spell that elves name) if you let her go with him to the elven capitol when he has to return there. not sure who the male version ends up with.

To get Theo/Thea hitched you need to infrom him/her that Dura is flirting with him/her when the captain smacks Theo/Thea's behind.

Brinn/malecounterpart will end up with Lacey if you tell him/her to demonstrate how eastern nobles dance while in the ♥♥♥♥♥ camp and you are not in a relationship with him/her yourself.

Petra/Peter will end up with the greedy merchant who buys out everything you try to grab i you pay his price and let Petra chase after him.

Just in case I also sent Abigail to serve under Vale, might be a requirement.

Jess/Jace, he/she will flirt with Syndie/Syndon, but only if you make the two of them leave when you are in the camp with the ♥♥♥♥♥♥♥ by using magic on the fire and only if you do not show romantic intrest in one of them, after that you will see the two get all friendly after you catch their discussion on which magic is the most evil (I chose that all 3 could be used for good or evil)

I found the person who is for Gale/Gill. On your way to the Consortium, you will come across a bandit attack, especially if you stick to the roads.

I was able to Intimidate/Charm them, and as I moved on, the bandit leader called you back, asking you to spend the night. Gale will spend the night with Trevor, the bandit leader.
