You can find all of them by using a relevant search term and directly searching for the DLC packs by partially matching their name. Luckily all the DLC repeats a commonly shared prefix.
I have no idea whether the broken link between main game and DLC will have any impact on your ability to install the DLC once you've purchased it. If this link is broken it just might not show up under the game's library at all.
Caveat emptor.
And yes; Tecmo Koei EU are a bunch of sloppy sloths for never bothering to fix these problems. And the irony is that it's mostly hurting themselves and themselves only. Players that don't track DLC release dates outside of the store, won't even know that the non-cosmetic DLC even exists. So it won't ever be purchased by them. Missed sales, all around.
The best way to find DLC for the SW4(that I'm aware of), is by searching for Add-ons in alphabetical order via the PC store and go to pages 301 and 302 for SW4 DLC.
As far as I'm aware, I can find all DLC via searching for SW4 Empires in the PC store under add-ons for the game.
As for SoS, I can't find any DLC anywhere, so I guess it's best to download this one on PC if you're from Europe.
