I don't know as of when but currently 10/19/2020 you must have the citizen pass ($20.00 USD) in order to play on the Legends of Ultima community server.
It's been abandoned for some time. Another story of an early access dev team snookering an intellecutaly deficient player-base, and taking their money early-on and bailing on it.

well, cant say i havent been expecting this news. gonna be amusing to see how they gonna scam people this time. they forgot one crucial thing from the con artists manual tho, and that is to change their identites and company name.. or are they hoping for their reputation to carry the new game?
