The game jumps between years but it is set primarily in 1985
(forgot to correct the death date of Dwayne also cleared up how we are in his time witnessing the trauma of his victims from the 60's, thanks m8y)
So its now, Dwayne worked in a Chem lab in the 1950's working on a LSD like drug for a Gov department (shown in the pride tape) what we see in Dwayne Purgatory world is the victims of his work from 1971 (Lucy) all the way up to 1985 when he kills himself (but still set in the year 1985)
It seems i didnt payed enough attention to the pills in flashbacks and tape levels.
There (in purgatory tape level if im not mistaken) were a scene where Dwayne's wife asked him about strange pills and where he had taken them, a scene where Lucy's mothers in rage about strange pills that only make her condition worser.
Damn... i need one more run now
I thought her mother was upset she was given a Shot instead of normal pills, other than that I highly recommend you do another run lol. I also recommend if you look into the Neighbor Comic and pay attention to Page 3 and not the facial expression of the tall man behind the cop, It put a Nice little bow on the theory lol.
Also if you do replay the game again turn of captions if you haven't because there is dialog I didn't put in (any time you came in contact with the Gas Mask fellow and his wife) that adds a second bow (Two bow Present lol).
The real "horror" is those projects. If we play this way, it takes to another dimension or whatever the exact metaphor is in English. :)

When we play this way, I would recommand the game "The Beast Inside".
I saw The Beast Inside on the steam stores a while back and wanted to check it out but didn't know if i should wait till Visage was finished (because it looks similar to Visage imo) or start a new horror game ( I also don't like to play multiple story driven games at once). With your recommendation tho then I have to check it out lol
1). The man in the intro who killed his family was Dwayne (I didn't mention that part because i figured everyone knew that from the first radio broadcast you hear).
2). People in the Visage discord just assumed the baby died since their was no care taker.
If you haven't you should join the official Visage Discord and look under Visage - Story. They have made so many cool discoveries and are still putting together the story ( mainly trying to figure out who lewis is and his connections and other small details)

I agree with most of the OP's theory but I have a problem with one aspect of it: the part about Dwayne deciding to "move in" to the house after resigning from the project. I find this part hard to swallow for several reasons. No matter how guilty one would feel, I simply don't buy that someone would deliberately uproot their entire family from their home and move them into the former (hopefully) test site of a highly dangerous and illegal research project that resulted in the deaths of its previous occupants. I also don't see why the CIA would allow it, whether they still have possession of the house or have given it up - I'm pretty sure the CIA would keep tabs on the place for a long time after the experiment's termination. I certainly don't see them allowing their former employee taking up residence there.
Fortunately, I've got my own theory about this aspect of the game - Dwayne's presence in the house, his murder/suicide of his family, and what's really going on with the house as we see it in the game.... but before I explain, I need to set up some backdrop with some details about the real life MKUltra Project:
See, an interesting fact about MKUltra that often gets overlooked is that, in addition to carrying out harmful experiments on unwitting and unwilling civilians, the CIA was also known for frequently carrying out experiments on their own employees and each other. Many of the researchers and chemists working on the MKUltra project were themselves being experimented on, sometimes with their knowledge, sometimes without.
I've even heard of one instance where a CIA scientist assigned to experiment on a civilian with LSD was himself being experimented on with LSD by another CIA scientist (if true, this really emphasises just how much MKUltra was not only completely immoral, but also wildly out of control and reckless: any findings from the former experiment would be completely unreliable and useless because the scientist conducting the experiment was himself compromised mentally.)
I remember reading a quote from an ex-CIA that was something to the effect of "At one point, being poisoned with LSD was simply an occupational hazard at the CIA."
Now, the reason I bring this up here is there is a well documented case of the CIA turning one of their own MKUltra operatives into a test subject after he quit the programme for moral reasons. Frank Olson was a United States Army biochemist and biological weapons researcher brought onto the MKUltra programme by the CIA (along with countless other scientists in the military, universities, hospitals etc across the country). Olson had a crisis of conscience and decided he could no longer take part in the unethical experiments on people without their consent. The CIA agents supervising him decided to use him as a guinea pig for the very programme he was resigning from, poisoning him with LSD (and doing god knows what else to him). One week later Olson officially committed suicide by jumping out of a 13th story window in New York. Whether this was the intended outcome of the LSD dosage or simply a "happy accident" from the point of view of the CIA is unclear, What is clear is that it was the LSD itself - coupled with Olson's guilt about the experiments he had taken part in - that drove him to suicide. This is all confirmed and documented and you can look it up yourself if you want to learn more.
So, how does all this relate to Visage?
I agree with most of the OP's theory, but with a few additional details. I posit that Dwayne was indeed a CIA researcher assigned to experimenting on and monitoring the occupants of the house. Perhaps he was the head of the team of researchers conducting the experiment. At some point Dwayne, like the real life Frank Olson, had a crisis of conscience and decided he could no longer continue these unethical experiments. His CIA handlers responded by subjecting Dwayne to the same experiments and the result was that Dwayne, under the influence of LSD and/or microwave transmissions, murdered his family and then killed himself.
I personally believe that Dwayne was never a resident of the house. I believe that what we're experiencing from the start of the game is Dwayne's soul trapped in purgatory. It's perfectly fitting that his purgatory would take the form of the house he used as a testing ground to experiment on others, haunted by the ghosts of those his work drove to suicide and murder.
I also think there's a "Silent Hill" element at play (which makes perfect sense considering the inspiration for this game) in that Dwayne is suffering from a form of amnesia, that he no longer remembers that for which he is being punished, and the purpose of all the huantings and symbolism in the house is to bring his memories back to him (much like how the town of Silent Hill attempts to remind its visitors of the wrongs they've committed and forgotten through memory repression).
I believe what we're witnessing in the game is Dwayne being forced to remember and take responsibility for what he did. He's stuck in the loop because he keeps managing to avoid remembering, running away from his crimes rather than face up to them (this is similar to the movie The Machinist, and anyone who's seen it knows what I'm talking about).
Just my two cents.
TLDR:
Theory: Dwayne was never a resident of the house. He was the CIA researcher assigned to the house to experiment on its occupants. He had a crisis of conscience and tried to quit. The CIA responded by turning Dwayne into a test subject himself, subjecting him to the same LSD and microwave experiments he subjected others to, and the result was Dwayne committing the murder-suicide of himself and his family. What we're seeing in the game is Dwayne's soul trapped in purgatory, refusing to remember what he did and take responsibility for it but being reminded of it by the force controlling purgatory through symbolism.
