Enemy spawned at clear sanity? {MINOR SPOILERS FOR LATE GAME}
So I'm playing back through the game since I lost my previous save due to some personal issues, and I just got to the part where you grab the mannequin jaw and have to head down to the basement to put it into the mannequin.

I started heading down to the basement through the staircase with all the pictures, guiding my way using candles, and I exited the room with the staircase. My sanity was completely clear, and remained that way this whole ordeal.
A light suddenly went out, but I thought that was just a random event. But then as I was passing by the storage room, I heard the breathing.
The Cloaked Creature spawned and started chasing me.
I tried to run away by heading down to the area with the mannequin, but I wasn't losing him. I'll admit, I panicked and pressed Alt-F4 out of sheer terror (Good job on that front. This and Alien Isolation are the only games that have scared me that much...)

I would post this in the bug reports forum, but I'm not sure if this is intentional or not. So I'm asking for clarification.
Does anyone know if this is supposed to happen?
I know that in the section afterwards, the creature spawns randomly. But I thought that as long as you were in the regular house, no enemies would spawn to attack you unless your sanity got too low. Was I just wrong about that?

I believe that there is a randomized possibility of a chase at all times (once enemies are introduced) even when sanity is fine, but it is just extremely low. I have encountered this several times and it's always the highlight of my playthrough so I hope it's not just a bug.

At this point I can keep my sanity nearly fully clear at nearly all times, so the only times I encounter an enemy in the house is when this happens (or I intentionally make myself insane). Needless to say, if it is a bug, I hope it's not fixed haha.
I think the sanity system is just so unclear that it detracts from the game. I've seen so many lets plays where the player just walked around with the lighter and camera basically ignoring sanity and they had just as many encounters as people obsessed with pills and candles.

Yea the encounter frequency is really variable, which I like on one hand, because I like the unpredictability. But once again, I think they really need to create difficulty modes for people who want less chases (nubs) and people who want more (me).
