I disagree. You asked if your computer could run a game, fully aware of your specs compared to the minimum requirements. What magical information do you think anyone else could give you other than the minimum requirements?
You didn't ask if your computer could run it well. You asked if you could run it at all. Minumum Requirements are intended to represent specs of a system that will be able to run the game in a functional manner, there's no meaningful consideration of how well it will run there.
The only way to know how well it will run on your system is to try it. If it doesn't run well refund the game.
