Passed walk on water quest, cannot walk on water????

So it says i passed the quest but no matter what i do it wont let me.... anyone else have this issue? If anyone still actually plays this. lol. but i tried reinstalling the game and nothing. starting to think i'll have to start over. help!

you are sure you've finish all the walk on water quest and not only the first one ? (just did it today so it work :) )

how many are there supposed to be? I know i did it once, but it was forever ago so i dont remember.

There are four quests. You finish three and then have to start the fourth.
First step of the fourth quest is to talk to the mayor and afterwards you have to walk a little on the land to the next "quest step" (the arrow leads you) before you get the water walking elixir
