Icy Glaive. Go up to the Ice Dragon and proceed to f*ck up his day. Leave the cave and re-enter. F*ck him till he loves it!
save right before you fight the ice dragon and just die after killing him. its about a level per minute.
Usualy, floating dragon skulls yield more per kill then their relative challenge level. They lack however on gold (making them worthless in level 1 modifier).
This means that you'll spend less time and effort killing floating skulls then dragons for XP.
However, on any particular playthrough, I have my favorite cave (Delta?) where there is 2 fix dragons to farm right near the entrance. Since it was never my 88 to 99 strategy (more of a 40+ thing), it does not answer your question.
Overall, I'd say stick with floating skulls, wherever they are the strongest you can beat, if your purpose is to gain XP quickly. Yes they are a pain with their initial attack that forces you to dodge back and lure them, but afterward they are usualy easy even without spells.
P.S.: If you have not beaten the game yet, you can finish it to get to Mew Game (Furry Armored mod). You'll get all you gear and current level on a new game and you can benefit from quests or grinding, at your choosing.

Each Mew Game run is per se; you start with everything you have (bar magics) and get nothing or you start with nothing and get your reward. Once you finish it it's over, back to main menu, the only Continue that remains is from regular game.
