If you've cleared the quests leading up to the second dragon, you should be just the right level, or at least close enough to have a fighting chance. :)
I don't have the lightning spell yet. I may go hunt that down. I'm really bad about remembering I have magic!
My strategy for him was to alternate between heavy damage attacks (as stated above), and mana-regen phases where I just melee to refill for my next salvo. If you don't get greedy with attacks and be mindful that his regular attack goes-off FAST (so you have to bait it and duck out before attacking), then he shouldn't get many hits on you. I was able to beat him at Level 40, and I didn't have the ability to open golden chests for some of the better gear options yet.
Ah that may be why you're having difficulties then. XD
This dragon resists physical attacks, so you're probably not doing enough damage fast enough.
And Shiro's tactic for this boss fight is spot on, we couldn't agree more. :D
It was actually super easy once I figured out how OP ice feels. That boss feels like a litmus test to me. Your first "Do you understand mechanics?" boss. Don't know if that's intentional, but I coasted through the rest of the game after that.
Mew Game+ here I come!
Mew Game with self nerfing and harder monsters is cheowllenging though. Mostly because paws get tired of repeating same movement sequences for thousands times eventually.

To devs, regarding balance: personally I think blue <horizontal> sheeps physical strength (HP) should be souped up a bit to the middle between their and <vertical> dragonkins HP, and <vertical> dragonkins HP should be nerfed down to the same point. Not only they are disbalanced (too quickly killed / too long to kill), but this disbalance also looks strangely illogical. Of course that's merely a suggestion.
Ice wyverns are strong against physical and weak against magic. If you're the type to use physical attacks, then you will find that the ice wyverns have more health, but they melt if you use magic on them.
I usually combine physical/magical, blasting stuff by cattrap/fire but keeping mana income steady, so can't really tell I'm 'physical' type.
For physical/magical, compared to sheep, ice wyverns stay long enough on Cattrap or when burnt by fire spell as well.
