I also second being able to move equipment without destroying. Seeing how many people have commented on not liking losing money by miss placing a station. Also, blueprints are nice but not fool proof for this, as you cant place blueprint conveyers to make sure your ideas truely fit.

It should take time and money as it actually does. Smaller staitions out of commission for a couple days at a fixed labor cost per day. Some of the larger stations like presses would take a lot longer as moving them is difficult. And then there's the line downtime, can players really afford to lose a line for a week or more..?
Maybe a menu to choose to hire outside help, pick the number of people to hire to see how much it'll cost you. As always it's time vs money. Maybe to get that station moved and get back into production it's not cost effective to move a station vs building a new one. Using a moving company keeps it simple enough.
Me personally, if I can get 90% of the cost back through recycling components from an old station to build a new one I'd always build new and never move anything. Maybe stretch the tech tree a little and ramp from 50% recovery to 90% recovery so you could play it either way..?

A countdown timer after you (re) place the station sounds interesting. It takes time to get all the wiring, stocking, calibrations and what not done.
In all honesty though, you're talking nickels and dimes (or UK equivalents) in the grand scheme of things to move vs buy new. I marvel that some of these stations are so cheap to set up...
However I'm for anything that introduces any sort of strategic maneuvering or expirimentation with processes.
