Yes, you can customize and start with any amount of cash.
Have sold cars at 600% premiums and have heard others doing so at 1000%.

If you want to try it, it's dead simple. Download Cheat Engine, Load it, select the process you want to look at in the top left of the software, i.e ProductionLine.exe. (obviously make sure you are loaded into the game)
After it grabs the EXE, put the current amount of cash you have in game into the "Value" Box in Cheat Engine, 4000000 for example. Select "Exact Value" under scan type, and "Any" under Value Type (The cash in this game is held as a Float fyi).
After filling out that data, hit "First Scan", the software will list all memory addresses that hold the value you are searching for (There may be a lot of them).
After doing the first scan, switch back to Production Line, and spend some money. Then Pause and switch back to Cheat Engine.
Update the value box with your new cash total, and hit "Next Scan".
The number of items in the list should lessen to one entry (but it make take a couple of repetitions of going into the game, spending or gaining cash, and then scanning again because depending on the value, other things could be using that same number for something else).
Once you've tracked down the value, you double click it, which will allow you to modify it.
This process works to unlock research by searching for and adding research points. But like others have said, editing the save file is much easier for that. This method will work with most games, but some try to protect cash by either saving it in memory in a weird way, or having more than one ram entry to verify that you aren't editing the cash.
Obviously, some don't like trainers, but it's always interesting to know how they work and what they are doing.

This process does not work for Production Line
Use the mods or simple edits instead - much safer.
Just so you posters above that keep spouting that - careful as well as Steam does consider it a 3rd party cheat and can also get you banned. Read the ToS and EULA for Steam services.
CE doesnt seem to work, and no point searching for trainers, this is much easier and more stable.
So for fellow overambitious builders, an easy way to get a no-interest loan ;) is to modify your savegame.
Its plain XML, just ctrl+f search for "cash" entry
Savegames are (at present) at: %userprofile%\documents\My Games\productionline\savegames
This does not seem to work either, ctrl+f does not find a cash or money entry
