Report a translation problem
A feature in the game is that holding Shift while pressing "Upgrade" (or while buying something) allows you to spend money to upgrade the targeted item to as high a level as that which you have funds for. (Many words to explain a small thing....)
Likewise, if you hold both ctrl and Shift, it allows you to downgrade stuff to lvl 1 while still keeping the item in it's slot.
I've had experiences with some games where the Shift-key ends up sticking while using the Steam overlay. If this is the cause of the issue, a simple re-press of your Shift-key should fix the issue.
If that doesn't fix it.... Do you have the "Sticky Keys" feature enabled on your computer? (Assuming you're on Windows.)
