I think Pulse Jet is available at base, too, it is a pretty decent Stage (Although Sonic Burst is great for cash grinding, and is capable of shooting you you well beyond win requirements at later stages of the game, but this requires a more post-game approach).
Sadly, I cannot think of any base Booster worth using - it's a terrible slot filled with worthless items. The Pingu Balloon, and Dark Matter are basically the only ones to use once you have them. If you MUST use the slot before unlocking those, the Helpers are decent. Most weigh too much for what they do.
Bullet with Ram Jets should be able to finish the first playthrough quite easily. Level 2+ Ram Jets can usually propel almost any body enough that they can power up to their max boost (30+ speed).
For later runs, El Fuego with Sonic Burst is basically the fastest way to make money, and can actually provide some decent heights in mere seconds (At max level, with 3 Stages, it takes <20 seconds to complete the run). I used this combo for money making for all the speed run achievements, although I do not yet have the Steam achievement for 6 day completion (Fastest in-game for me is 9 days, I think).
For Payload mode, Super Hero Costume is easy-mode.
