I'd try adapting my strategy for 4mil story (3 day clear, 4 days if I don't use a Floatifier or two Earninators). Day 1 is two RC helicopters on a crate, Day 2 onwards is El Fuego and Sonic Burst with Pingu Balloons to burn up my remaining budget (the story mode version also uses a shield, but there are no obstacles in Classic). No, you don't use a launcher, because it screws up the "max speed" income that fuels the strategy.
