Assuming you took the screenshot through the Steam client (F12 during play), then you do it this way:
Go to the View menu in your Steam client and select "Recordings and screenshots"
Find the screenshot you want in your list of screenshots, click on it, select "Share" and then "Share on Steam". For screenshots for posts in a forum, I choose to make it unlisted.
When it's uploaded, go back into view/recordings and screenshots and click on the screenshot again. A new option will be available - "view on my profile". Select that and the screenshot will be displayed as it appears on Steam. The key difference in this context is that there will now be an URL displayed in the usual place near the top left of the screen (or window, depending on how you're viewing Steam). Click on that URL and it will be copied to a clipboard.
Finally, just paste the URL into your post. Like this screenshot I just uploaded as an example. It's my PB on the Gutta drag strip.

The Steam client will handle displaying the screenshot on the forum post. You just have to put the URL to the screenshot in a forum post. If you quote my post you'll see the format of the URL, if that's useful to you.

IME it's not uncommon for updates to introduce bugs. A few updates ago I lost the music. It played one track and then stopped. For the last couple of updates the music is back but the stiffness of every suspension in every shop is displayed as zero. Not a big deal as they work as normal and I know the values by now. But definitely a bug.
