Report a translation problem
I personally say you should get the 3DS version first so you can experience the full story. Then, if you become a huge fan, you should get the PC version as well. I do see that effort has gone into the PC port and it was still very enjoyable to me even after being familiar with the story.
One last thing to note is that in the PC version most of the routes cut off before there's much romance. That doesn't matter to me who plays Hakuouki for the story and character development, but it may or may not be significant to you.
I'm late to answering this, but I'd like to add that by far the best version of this game (that's localized) is the PS3 version. It has significantly more extras to it than the 3DS version in my opinion. Specifically, it has all the romantic OVAs that were done, which means extra scenes for every guy *for every chapter*. A lot of the new scenes that were added to Kyoto Winds (Shinkai, in Japanese) come from that extra material (called Memories of Love). The 3DS *does* have material that the PS3 version lacks, but that material can be found in the mobile port of the game (which has both that plus its own special scenes that are cute, but not extensive). (And the Steam version, I believe.)
The PS3 version (Stories of the Shinsengumi) is periodically on sale on the PSN but even regular price is no longer nearly as expensive as a new game ($20 maybe?). I note that it is the complete game, just as on the 3DS. In terms of more "extras", while it doesn't have the 6 extra routes like Kyoto Winds, it does have 2 chapters of "Memories" for each of Sannan, Shinpachi and Yamazaki. It also has Adventures 1 and 2, which are, quite honestly, the best DLC I've ever played. Hilariious!
Anyway, this doesn't help if you don't have a PS3 or PS4, but if you do then I HIGHLY recommend Stories of the Shinsengumi. Plus the art you get (for free!) for your PS3 is geat. :)
Just a thought.
Final note: I've had zero problems with the Steam version. Like @Yume , I'm a big Hakuouki fan, so having the story stop halfway isn't so bad - it's fun to have the new routes despite the questionable translation in some places. But something like the PS3 or 3DS version may be more fun if you're just getting into it - and there is a LOT of good stuff in the second half, no question.

I have one other suggestion for you. Otomate made the game Demon's Bond (Toki no Kizuna) as a part of the whole Hakuouki-verse. It was just localized last year (ish) for mobile. I played that one on my tablet as well (since that's the only localized version), and it's 99 Meg. It's got a lot of the historical flavour to it, but centered around the end of the Sengoku period (with Toyotomi and Tokugawa etc.). Hakuouki is about the fall of the shoguns; Demon's Bond is about the rise of the Tokugawa 260 years earlier and the Battle of Sekigahara.
One big downside: although Demon's Bond is localized, they didn't bring over the voice acting. That's part of why it's a smaller download. Anyway, if you enjoy or want to try Otomate (they do have pretty art and storylines), I enjoyed several of the routes in that game. The stories are about the demons who are the ancestors of the demons who show up in Hakuouki - and how they get sucked into the massive human was of *that* time period.
