The new DLC prevents side quest 162 (tyran)
Chingis won't offer the quest if the DLC is enabled, so only way to get tyran to evermoor is to disable the dlc to get the quest then enable.

Thank you for this. Been searching on how to get the Tyran quests but it seems the DLC stops it from being offered.

It also prevents Side quest 147 which is part of the Tyran quest chain.

Hey guys, I also ran into this bug and by total accident managed to get past it.
What you have to do is actively start the DLC quest. Activate Side Quest '184 The Labyrinth' and follow the marker to the new building. Fight the boss (level 30) and head inside. Doing all of that seems to reset Chingis' location so you can talk to him again.
Literally just found this out, so hope it works for you too!

You can always disable the DLC by unchecking the box in your dlc list.

I have only Adventure Pack and i seem to get this bug as well.
Disabling the Adventure Pack doesn't seem to change anything, did i miss something, in order to get Tyran?

Note; I have completed Chapter 8, but origin of the questline (Sidequest 90) Never pops up in Evermore and i can see in my quest list, that it's neither accepted nor completed.

Oh my god! This really help! I wouldn't even try to accept this Labyrinth quest unless i've reached the recommended level 120. I'm at Lv107 right now and after searching Google for the last person (Tyran) to recruit and this post shows up.
