Well yeah. It's free if you pre-order. Post- release it will be a paid DLC. A pre-order bonus. Pretty standard.
No it's not pretty standard. Some games give you DLC for pre ordering them or backing them in kickstarter and they arn't buyable after release.
It is safe to assume that DLC would be available either in-game or as Steam DLC after release because it has "no" exclusivity word and "has" free word versus being paid indicating such. If it was a Indie game, you could have suspected they don't know what they wrote to description. But we're talking about Bandai Namco here. Look at their past releases, you'll see.
I still think they made a mistake to release it so close to FFXV ( on PC ) but for once that we share the same release date than console players i'm not going to argue. I'm just afraid it will impact the sales
