Outside of the game though, adrogynous characters are a common Japanese anime thing. It's a cultural difference in terms of what sort of appearance is valued.

his hair isn't a "girl hair cut" but a hair cut that was rather normal for boys to have back in the day (at least similar)
He doesn't look to girly to me to be honest. But then again, it probably is just a mixture of art style and like marclev said, culture.
Young characters are often voiced by female voice actors simply because young boys have higher voices and its easier to have a women voice them instead of a actual child.
(Or if you are Son-Goku be voiced by a old lady :'D)
Look at shingeki no kyojin, there's also a character named Armin. Now HE has the same features. Very shy, girly, has shoulder length hair, submissive as hell and also voiced by a female va.
