It's a set of weapons you can purchase if I recall, you can buy them off the first merchant in the game

That's the set of pre-order weapons. Titled "special sword set" in the DLC list.

Ok so after digging around on their main website this is what i found.

"The Prince’s Equipment Pack DLC can be unlocked and collected by talking to four different Higgledies that appear in Cloudcoil Canyon near the Grimalkin Merchant."

So basically those 4 Higgledies who are next to that vendor in Cloudpoint Canyon, the ones if you talked to them gave you each an item. I believe it was just consumable items.
