Swift Solution Bug?

It will probably end up with me doing something wrong but i just cant figure it out myself.
So basically i finished the game and im getting all the citazens. I have 99 of them and im missing only 1, which is Da Xing, from the side quest 095 given throught Swift solutions.
Easy right? Well no. Swift solution doesnt give me any new citazen. I have cleared all the quest that he had just cause i had no idea of what to do and still nothing.
What am i missing?

i already did all the searching i could before posting, saw guides how to get the citazen, saw a video with a guy just normally getting it from the swift solution guy, and noone is complaining about it.
But by all means if ur a google master go ahead and find me the solution

dang you must have bad luck then cause I was only like level 58 when I got Da Xing but found this video on him not sure if it'll help, I still need like 12 more citizens to get all 100

just keep doing the Swift Solution turn in's i had that problem with another guy and got it after some more quests

By watching youtube, I can only find that Da Xing cannot obtain at the start of Chapter 7. Because I cannot see 105 in my game.

Isn't there a Task you have to do that involved an herbalist looking for an ingredient for medicine?

I think you have to find and complete that Task before he'll appear in the menu to exchange ToG for.

At the beginning of Chapter 8, I did not see 095:

Then, I did errands. I left Swift Solutions and talked to everyone in Goldpaw once. 095 was appeared.

The first errand was 1 Granddd's Chair. (I felt strange at the moment because it only needed 1.)

I'm guessing that it was either triggered by talking to him, when you walked around town talking to everyone, or one of the random tasks that you compleated. triggered it.

ok, I can confirm you need to do the task getting 1 granddad's chair to trigger this sidequest. The moment I turn it in Da Xing quest can be found. Thanks for the help

I wanted to add to this because it was very frustrating for me as well. I had done many Swift Solutions tasks but never had this Citizen pop up for me. I had read that you needed to do the "1 grandad's chair" task to get the Citizen to show up at Swift Solutions but I never had this task. I had already beaten the final boss and was in post game when i decided ill just do some of the tasks that had been around since the beginning that i never bothered with. I don't know if it was doing these older tasks or doing a certain number of tasks but after i turned in several that had been around for a while the task for "1 grandad's chair" showed up. As soon as i turned it in(i did check before and after) the Citizen Da Xing showed up at swift solutions as something i could trade tokens for. Hope this helps for those googling this.
