So these are screenshots of all outfits.

Evan gets 5 and everyone else gets 4 (including their default Outfit). Everyone gets one from exploring the world map after getting the airship, one from quest / tainted monster and another from post game after Evermore is Rank 4.

They most likely keep it for DLC to continue the story and those outfits are spoilers in it’s own way... We can see which role certain characters will get and DLCs probably will be sort of new game+ where you can even keep your kingdom upgrades and continue further. This is the most logical explanation.

2 more DLC. One will probably concentrate on story after Evan becomes King+ Tani and Evan relationship development (devs said she’ll become soulmate for a reason) + wedding and Tani becoming queen.

Another DLC - probably Ferdinand story. In this case this game will have complete scenario.
