Basically, a skill is when you use a weapon to execute it, like Tani's arrow skills, and a spell is something that is cast.
On some instances it isn't clear, like Roland's shockwave "spell", but im pretty sure everything that is melee attack based is considered a skill too x.x
Also another way to find out when you get a new skill, if it can be improved with absorbing higglies then you learned a special move, as for spells you first have to unlock the higglies improved spells at the spellworks.
Most characters only have only handfull of spells. For instance Roland ony has 2 spells and that is the static wall and pressure point. Where Evan has a lot more spells but very little special moves.
