kingdom level 4 and 100 citizen?

How you get 100 citizen and level 4 kingdom? I finished game and I see maybe 10 citizen quests + 74 people I have. Where are the other ones? i have no more to scout for via task guy. I noticed at least 1 unlocked in kingdom area after finishing the game. Is it some sort of post game content?

Check all cities/towns. Goldpaw (Also check casino location), Hydropolis (Also check where Queen Nerea's throne room), Broadleaf (Check all floors, there are a lot of places), Ding Dong Dell. There is also one quest appear on the world map.

There are 188 quests in total I believe including dlc, but just focus on quest number 1 to 162 to get the citizens you need.

I still need to clear some side quests and around 10 citizen ones, do they unlock new ones or I just missed like 16 of them? Do I need some feature high enough for quests to appear? Like kingdom value or level? I have something like ASAS atm. I check all maps in town too for side quest marks. Also what causes them to appear in the task guy? Is it after you go to next chapter?

Go to the Main Menu, go to Library, and then go to Citizen Almanac. List all the missing citizen here.

Here is a couple I think you might missed.
Citizen 102 is the lady you met that gave you quest #2 where you need to complete all 9 doors.
Citizen 103 is Tyran, the one who keeps challenging you to a skirmish fight near Evermore kingdom. I believe it was Chingis you need to get this quest from.

One will unlock a quest if you craft 30 different weapons from the Weapon Workshop and another if you craft 30 different items from Outfitters.
