Level 6 Spell Development Help
I have Leander in the Spellworks, but the tick for tactical wizardry is missing. What can I do?

Looking at the screenshot. Leander is not a master rank. He's almost there though. The tick says "staff member is master of tactical wizardry."

For further clarification, He has the skill but needs more to be a "master"

Thank you. I did not notice that. Up until now, I did not have any other requirement that needed a specific level.

I also didn't notice at first that we had to level up the citizen by ourself..
