As for the 2x damage, no it does not stack. Your damage take multiplier is always whatever the debuff icon says. There is a 4x debuff, but that’s from 4x damage items, you can’t get it from having two 2x items.
1. Phaser damage is treated as an independent melee attack:
You use phaser, scheme is triggered, and you attack with a ranged weapon. Damage dealt is (phaser + scheme) melee damage and (weapon) ranged damage. Scheme is consumed as a melee attack has occurred.
2. Phaser damage is applied to the weapon:
You use phaser, scheme is triggered, and you attack with a ranged weapon. Damage dealt is (0) melee damage and (weapon + phaser) ranged damage. Scheme is not consumed as a melee attack has not occurred.
3. Phaser damage is considered skill damage (like a grenade):
You use phaser, scheme is triggered, and you attack with a ranged weapon. Damage dealt is (0) melee damage, (weapon) ranged damage, and (phaser) skill damage. Scheme is not consumed as a melee attack has not occurred.
I'll get some training hall stuff set up and try to do some testing to see if I can get any indication on if any of these are likely.
It looks like phaser is split as follows:
Usage of the skill prompts a melee attack that causes a brief root and always deals exactly 1 damage. This damage is not considered to be part of phaser's damage so it does not scale, but the attack itself is considered melee. It also cannot benefit from scheme itself, which seems to only apply to melee weapon attacks specifically, not melee attacks in general.
Phaser's damage buff appears to be applied directly to the weapon. At this point some of this is semantics, but as it does not generate an independent damage number, it seems like the actual on hit damage of the weapon is being modified. Notably this is the only change, so the attack still retains all of its other properties, including damage type, regardless of the phaser boost, so ranged attacks boosted with phaser do not consume scheme.
So in the end the answer to your first question is no, phaser will not cause scheme to apply to a ranged attack. Here's how you can reproduce this if you'd like to see for yourself:
1. Take one ranged weapon, one melee weapon, and a phaser into the training hall specifically to the DPS dummy
2. Hit with the ranged weapon, wait for the reset and record the damage
3. Repeat step 2 with the melee weapon
4. Use phaser and hit with the ranged weapon, wait for the reset and record the damage
5. Repeat step 4 with the melee weapon
6. Repeat steps 4 and 5 with scheme on
At the end of that you should have six values, base, base + phaser, and base + phaser + scheme for both the melee and ranged weapon. You will notice that base + phaser and base + phaser + scheme will be the same for the ranged weapon, but not for the melee weapon.
Also you'll probably notice in the process that the ranged weapon will never consume scheme, with or without phaser involved.
