how to use Blueprints?

"get one & talk to Collector" doesn't work, the collector does nothing

When you get a blueprint and reach the collector without dying, that blueprint is added to the collector's list (premanently for that save).
You still have to unlock whatever the blueprint was for after that by spending on the collector.

If you get killed with a blueprint, it is lost and you need to get it again.

i did that but there are no blueprints on the list :(

The blueprints are for a specific item each, they add that item to the list, not a blueprint.

yeah just finish the level you got a blueprint on and talk to the collector and the blueprint will be saved

i got blueprints, went to collector but it still says "weapon blueprints bought to the Collector: 0"

Dude you have to spend cells to unlock the blueprints before it says you unlocked them. Blueprints themselves disappear after you bring it to the collector, but the corresponding item of said blueprint will become available for unlock. Until said item is unlocked it'll say you have 0 in the list that shows you all the weapons you unlocked. Blueprints can be for more than just weapons by the way. They can be for outfits and mutations as well. If this explanation doesn't help you then your brain and/or game are broken.
