Could someone please explain this to me?

I can comment on the legendary question. A IV-L item is level 4, while a IV-S is level 10, which is a significant difference - 77% extra damage for the IV-S. This isn't even nearly compensated by the additional 15% of your second stat for the IV-L, the IV-S weapon is 54% stronger.
If you had X-L and X-S, then the advantage of the X-S is only 44% (considering a 0 second stat), and if you have 5 in your second stat, that makes the X-L double as strong - so the X-L is altogether 40% stronger in that case.

Thx, this part makes sense now. All there's left is the damage difference part between the non-legendaries.

I took a look at the weapon stats on the wiki (i'm not using any of these weapons).
The base DPS for the Rapier is 171 (388), while for the Queen's Rapier it's 47 (123), so the threefold difference in stats on your picture is realistic.
The War Spear is 222 (377) and the Abyssal Trident is 97 (218), that's 73% difference in crit damage. The 3 extra levels your Trident means +23%, while the War Spear has a +20% affix, almost fully nullifying that. The difference should be around 70% between the two items' crit damage, and this is exactly what you see on the cards.
