Little red arrows that appear seemingly randomly?

I can't figure out why or when the tons of little red arrows appear briefly around my character. Is it a debuff? Why is it applied? Thanks.

Isn´t that when the temporary damage boost from killing an enemy has "worn off"?

These little red arrows indicate you've lost your speed boost you got from killing lots of enemies fast.

Invader Diecom has Dead Cells
