I imagine most people don't even use the added DPS effect, so just take it and play the game.
If you can take it for the food effect anyway, but the DPS only scales with survival then why not just make it colorless? If it is OP they can remove the DPS on recycle...but this mutation would fit colorless better than a specific stat. It is already halfway there based on your own comment.
Why does it matter if it's colorless or not?
No one takes the mutation for the DPS on recycle as most people are actually eating said food items...so simply removing it and making the increased food healing the only thing it does as a colorless mutation makes the most sense.
Survival isn't the "healing stat", it is simply the stat with the greatest defensive capability, which naturally healing would be part of, but that doesn't mean decent healing is supposed to be 100% survival only.
When you pick Gastronomy as Survival, you are likely getting increased healing from other Survival mutations, and may frequently be at high enough HP to want to choose the DPS, hence the scaling. You can also pick Gastronomy as any spec right now, and still get double healing from food. You already have what you're asking for.

Brutality has good healing mutations, they just aren't the easiest to use. Rally is a healing mutation, but most people aren't good enough to benefit from it. Survival has the easiest to use and most powerful healing mutations because that's what it's focused on. Makes sense to me.
Sounds to me like you just want more healing in general, but don't want to pick Survival, the spec that gives you the most healing. Why?
