Custom mode does not work when not connected to the internet

Ive been playing offline on my steam deck at work and im getting really frustrated at the fact custom mode REFUSES to work. ive moved the save file from the cloud save location to the local save location and disabled cloud saves but custom mode presets wont save and never apply.

Looked all over for information on this and found nothing helpful. the discord was useless too. I'm begging yall please. i just wanna turn off some weapons i dont like.
