Point Blank damage is bugged
After several runs, I don't believe Point Blank is working properly.

Damage varies, but they are all melee ranged attacks. Can someone explain why if this is not bugged?

I'm not sure what exactly you mean. The damage that you deal in Dead Cells always varies with most items. The variance is ±10%. There are some items/damage types that have a fixed number. But most items have some variance built in their damage.

Point Blank at 5 Tactics gives you +34% (IIRC) damage for close-ranged attacks.
Around 1:13 you encounter a Bombardier enemy. You hit him for 512+ (buffed by PB) damage and then again for 392 damage (not buffed). So the un-buffed damage is around ~400 and when you're close enough, the damage becomes 400 x 1.34 = 536 (so, 500-ish).

Also your bow probably deals +70% damage to stunned enemies. Occasionally you stun an enemy and hit it for ~900 damage, which is approximately 400 x 1.34 x 1.7.

Thank you, that is very helpful. I couldn't really find a damage formula like you are giving me. I believed at this specific run, my crit damage for the bowl was around 700. So the next question is really about why it only deals ~400 unbuffed? How is that part calculated?

Damage per hit is different from damage per second (DPS). A weapon that can hit multiple times per second will have a higher DPS than the damage you get per hit. This is the first thing to keep in mind.

Every item/weapon has a base damage. This damage depends on two things: the item's level, depicted by a Roman numeral, like Infantry bow-IV. And the item's quality, depicted by <nothing>, +, ++, S or L. Both of these "modifiers" add to the base damage that a level I weapon will do. The wiki has specifics on the numbers:
https://deadcells.fandom.com/wiki/Infantry_Bow
The percentage on the item card depicts how much damage this item does compared to its base level I no-quality counterpart does.

So a level I++ Infantry bow deals more damage than a level I Infantry bow. Just like how a level VII infantry bow deals more damage than a level IIII Infantry bow.
