Anyway. It is advised to turn off Steam Cloud Sync in the game options, if you are going to play offline.
Check this location:(Location 1)
C:\Program Files (x86)\steamapps\common\Dead Cells\
Is it empty? If not backup what is there to a newly created folder on your desktop.
This is the actual Save location:(Location 2)
C:\Program Files (x86)\Steam\userdata\<yourSteamID>\588650\remote
Play Dead Cells online first to get your save back and go into options menu and turn off Cloud Sync. Then exit the game. Then copy both the save files in above location(Location 2), straight to your desktop.
Hopefully there are two different save locations. One for Online and one for Offline.
So after doing above. Restart Steam Offline. Start the game and complete the first area. Go to the second area and then exit to Main Menu. Then close the game.
Check the Location 1 again. Is it still empty?
If not, that's where it's saving it. If it is empty, copy the save from your desktop, into the Location 1. And then start the game. Is there a continue run option? Does starting a new run, start empty again?
If this doesn't work. Close the game and copy the save from your desktop into Location 2 and then start the game. Did this work? Did it stick?
If all else fails; can you start the game by double clicking the .exe file? Not starting steam at all?
