Report a translation problem
It happens when you press (right) to move the sliders. You can use left and get the sliders down to zero, no problem.

I went to settings to change my audio settings but discovered it was impossible to increase my volumes
After experimenting with it I was able to decrease any volume slider all the way to zero, but if I try to increase any of them I can only go up once before the volume slider becomes unresponsive
I thought it was a problem with my controller, but I got the same result with mouse and keyboard and those are working fine in other programs
Then I noticed that in the main menu (behind the volume sliders) was also changing selections as I navigated the audio menu, and also seems to be making those selections with any selection in the audio menu. My steam browser kept coming up when I was trying to back out of the audio menu an it looke like the audio sliders were getting stuck when the background menu was selecting the image in the top right.
