Find a good seed that has a lot of challenge rifts and/or cursed chests early on since they reward a bunch of cells each.
Go for the full-clear and timed doors since they have cell rewards (I think that's still the case at least?).
Abuse Custom Mode. Switch on the modifier that gives you tons of small flying enemies since they're basically free kills but can drop cells (also great to farm the kill goals). Disable curses. Turn on colorless weapons and restrict the items to powerful stuff that you like. Turn on permanent health fountains if you're playing on higher difficulties. Sure, all of that disables achievements, but what do you care? You're just farming cells.
Everything mentioned combined on 4 BSC I used on a seed with 3 challenge rifts and a cursed chest (Promenade > Prison Depths > Ossuary > Bridge) and managed to pull in ~800-850 cells after the Concierge. I would spend it all on the forge and reset back to the start. So my take would be to go farm on 2 BSC for the multiplier but make it incredibly easy with Custom Mode. My time is much too precious to waste farming "legitly" on 0 BSC, but your milage may vary.
