opening game also opens a CMD window
the game works fine but for some reason it opens a window where it says "loading assets.... loading pak assets" and just stays there is it safe to close and why does this happen i dont remember this happening the other times i played

It happens on my game every time I load it. No effect on game play, but It does look pretty weird. It closes by itself.

If you have any workshop content downloaded it's probably that loading the .pak files.

Edit: I just opened my game with no workshop content downloaded and it popped up, so I just assume its loading extra content that was DLC or from previous updates, nothing dangerous to your PC.

i know its not dangerous but for me it just doesnt close and i feel like that might affect the game in some way

It probably doesn't affect the game, as long as the command finishes. If the game plays, then it's finishing correctly.

Do you have anything that might be keeping a command prompt session open in the background? That would cause this behavior, as would any changes you've made to add a pause or /k command to the end of any batches that execute, but I presume you'd know if you did that. Might want to start the computer in safe mode with networking, and work backwards from there to see if you can find the cause.

i dont see any reason why it should be appearing, and from what i can see the command finishes it just the window that stays open
