The Weird Altar & 'The Basement' Room?

What do they do!?
Like, I've found the 'basement' room on two playthroughs but it's just big, empty room.
Same with the Altar with the weird eyes painted on the wall. My guy just says he wants to consume wine.

What do they do?

I can see two enemy markers at the top of the altar room, but I cannot jump high enough to climb the walls, even with double jump.

Those are lore rooms. They do nothing.
