Blue light revolving around items.

What is it? See it sometimes, some king of glowing ball i guess you could call it. Revolves around some items and I cant figure what its indicating. You can see it here around the sinew slicer.

Note how the name says "Sinew Slicer VII+". That "+" at the end means it's an upgraded version. If you bring cells to the legendary forge that appears after each boss you increase the chance of higher quality items showing up. "+" versions get 1 orb circling the item, "++" get 2 and "S" get 3.
