I was in the same situation. I just wasn't able to win. Everything was easy, comparatively, and then I hit that wall. His moves are weird, there's not way to learn the pattern.
Then I formatted my PC because I was having a problem with my hard drive, and forgot to back up my saves. I lost all my progress and had to start again, from the very beginning. And in my third or fourth run, I was able to kill him. And in the next, harder run, I killed him again. i can't kill him with two active cells (New Game++, so to say). But maybe if you restart the game, delete your progress and play from the beginning, you will be able to do it.
I don't know why I was able to, I just was, I defeated him, it was hard, it almost killed me, but I won! Twice!
Or, learn his moves. There are not that many of them, and while some of them are not well telegraphed, they are mostly longer sequences with a clear opening at the end.
You may consider using the Armadillopack mutation with a shield in the backpack, even if you play Tactics or Brutality. That doesn't only get rid of the pesky bombs, but aimed well also returns them to the sender, dealing considerable damage.
