1. "Play Dead Cells" = \Steam\SteamApps\common\Dead Cells\deadcells.exe
2. "Play Dead Cells (OpenGL - Legacy)" = \Steam\SteamApps\common\Dead Cells\deadcells_gl.exe
So you can create a shortcut to deadcells.exe on your desktop, run it and it will run the default Dead Cells without giving you that launch prompt.
If I click on the game using the Steam icon in my taskbar tray, it seems to just load from whatever last option I made.
Should work for you, too.
