Hunter's Mirror shows me an enemy I don't recognize

The mirror is showing me this big blue guy who seems to be carrying a syringe at 0BC. I've looked through my list of enemies and I cannot find this enemy.

Is this intended behavior?

I've been through all the biomes multiple times, and this enemy isn't on the achievement list.

The only character I can think of that is blue and carries a syringe is the Collector. Can you even fight him?
