About Magic Missiles
I have been working on grinding out the blueprints from the Cavern area for a bit now and I found some conflicting information that I would like cleared up if at all possible.

Do I need to be in 3BSC to get the Magic Missiles blueprint or can I get it on 2? Thank you in advance for the answer! =)

I believe the old 3BC advice was just because the arbiters used to show up in certain levels only at that level.

They've since been moved to the Cavern only, so you should be able to grind it out at any point.

Yeah, I did it a few times way back in the day, and I wasn't a huge fan of lugging that thing around. LOL It does make it easier, at least, to get what you want.
