I usually start by picking the stat which will affect the weapon I'm using the most. However, note that every time you pick a given stat, it lowers the amount of health you get the next time you pick that stat. Green starts out giving a lot more health (and buffs your necromancy mutation). But red is much more commonly used, and gives the least health.
Try to balance it out while keeping your most vital stat a little above the others.
Appart from that, I only use Necromency and Dead Inside, as I don't have anything else interesting. I've heard a lot about Alienation, but... "heal 10% when lifting a curse"? I don't get how that's even a choice.
