Turn on the highest difficulty cell you can.
Skip all enemies in the prison, but visit vendor, get a chest get 2 scrolls - then leave immediately.
Go to Promenade and reach first timed door before 2:00. Gather all possible scrolls, chest and visit a vendor. Clear about half of the enemies (if you have a reliable skills and weapons to do so - preferably skills that instakill enemies without stopping) and leave at around 7:15 to Ramparts.
Reach timed doors at 8:00 Ramparts. Clear most of the Ramparts and leave at 13:30 and reach the first boss. Kill him and leave at 15:00 to reach the final timed door.

At this point you may do what you want, I usually quit and start a new run - which will be the case if you farm cells to ugrade weapons for the Forge, but if you want cells for the collector feel free to continue.

the later biomes give more cells than the early ones. there is also the option to go the long route promenade > prison depth > ossuary doing full clears and ignoring the doors. there are several factors involved in deciding whether to go fast as in the excellent advice of Ray G. Quit or take it slow. some of them:

- speed: the faster, the better to go for a rush
- survivability: no point in aiming for time keeper( or hotk ) in runs for cells, when they can't be reached most of the time
- other in game goals: e.g. taking a slow approach when going for certain blue prints or other goals works better than rushing for them and nets a lot of cells as well.
- kill or chill: hard day > rush+kill / relax > full clears+chill
- build: familiar builds > rush / learning new build > full clear
- money: crap build + no money > rush / S-tier build + money: full clear + fine tuning build

If you want to max out everything and get the most cells you can as fast as possible, then all you need to do is follow these 2 easy steps:

1 - Forget what everyone just said above.

2 - Kill all enemies, clear out all the levels. Go Promenade, then Prison Depths. Don't take it slow, you can quickly blaze through the battles playing agressively with a decent Brutality build, no problem. But kill everyone.
Remember: you don't even need to defeat the Hand, or grab all the scrolls behind Time Doors, etc., those are not the reasons you play now. It's the cells you're really after. The goal is to get as much cells as you can. Prison Depths will get you a lot more, don't skip that! Then go through the Sanctuary and then the Sepulcher. All these 3 areas have additional cells behind locked doors too.
Be fast, but kill everyone. You can restart after the Time Keeper if you want when you depleted all your cells at the second Forge.
